Honorable Albert Turner Blackwell Jr., 97, of Severna Park, passed away on November 15, 2022. He was born in Levels, WV to the late Ruth Dayton and Albert Turner Blackwell Sr. He honorably served his country in the Air Force. After his military service, he went on to receive his law degree from George Washington University in 1950. He practiced, primarily civil work, for more than 25 years with Couch, Blackwell & Miller in Mt. Rainier. Judge Blackwell served on the Circuit Court of Prince George’s County from 1975-1987, when he was appointed to the Court of Appeals by Governor William Donald Schaefer. Judge Blackwell retired in January, 1990, and served as a mediator/arbitrator for civil cases until 2008.
He is survived by his beloved wife, Lucia L. Blackwell; devoted children, Karen Whisman, Lucinda Ballard, A. Richard Blackwell, Debra Conner and Steven Blackwell; dear brother, James Blackwell; and many loving grandchildren, great-grandchildren and great-great-grandchildren.
A memorial service will be held at 2 PM on Sunday, Dec. 4th, at Woods Memorial Presbyterian Church, 611 Baltimore-Annapolis Blvd., Severna Park, MD 21146.
